Under the patronage of the Smart Services and Infrastructure Committee, a high-level national forum was held in Dubai. The event was hosted by the Telecommunications and Digital Government Regulatory Authority (TDRA) and organized in collaboration with Dubai Digital Authority. The event brought together all the committee’s strategic partners, alongside representatives from federal and local government entities and the private sector. The forum convened senior leaders and decision-makers to discuss the UAE’s key national digital achievements, serving as a vibrant platform to showcase inspiring success stories in the UAE’s digital transformation journey, with the UAE PASS highlighted as a central pillar in the daily lives and interactions of individuals.
The forum recognized the participating entities for their vital role in driving the UAE’s digital transformation, celebrating the achievements of government and private sector partners. The honor reflected their collective contribution to establishing the UAE as a global leader in digital innovation and underscored the spirit of collaboration and teamwork that fuels the nation’s progress.
The event highlighted the UAE PASS achievement and its evolution over the years as a cornerstone of the country’s shift toward digitalized living. Developed in partnership between TDRA, the Department of Government Enablement in Abu Dhabi and Dubai Digital Authority, the initiative has become a model of collaboration between federal and local entities, the private sector, and the community at large. Today, with more than 11 million users, the UAE PASS stands as a key enabler of daily life for residents and visitors alike.
Leveraging advanced technologies and user-friendly design, the UAE PASS embodies the vision of “We the UAE 2031”, which aims at building a world-leading, results-driven, and flexible government supported by advanced digital infrastructure.
Recognized as an official initiative of the UAE Government Annual Meetings and a cornerstone of the nation’s digital ecosystem, the UAE PASS offers key features such as single sign-on, enabling users to seamlessly access multiple services without creating new accounts or remembering passwords. The UAE PASS also includes a digital wallet for requesting and sharing official documents across service providers, along with digital signatures and document stamps. Enhanced by artificial intelligence, it incorporates biometric facial recognition for secure and seamless identity verification.
The impact is evident; more than 15,000 services are available through the platform, offered by over 350 entities, including 140+ from the private sector. The system connects 180 government entities with private organizations, enabling over 2.6 billion digital transactions, 600 million logins, and 17 million document shares. User satisfaction has reached an impressive 96%. In 2024 alone, more than 16 million verified documents were exchanged, further advancing the government’s Zero Bureaucracy Strategy.
The ceremony also marked the launch of the Future Technologies Observatory, a strategic initiative to guide government entities in adopting emerging technologies steering technology adoption, and fostering a knowledge-driven ecosystem
In addition, a preview was shared of the AI Pioneers Program, a five-month training initiative in collaboration with the National University of Singapore, aimed at equipping UAE government employees with applied AI skills to integrate into their daily work.
The event concluded with the recognition of partners and graduates of these national digital initiatives, honoring their role in driving pioneering projects that serve people and society while reinforcing Dubai’s position as a global hub for innovation and digital transformation in line with the vision of its wise leadership.

H.E. added: "Today marks the launch of the Future Technologies Observatory, a national platform for monitoring and analyzing global technology trends, equipping decision-makers with the knowledge to design pioneering initiatives that reinforce the UAE’s leadership in adopting advanced technologies. Alongside the graduation of the first cohort of the Artificial Intelligence Pioneers Program, we are investing strategically in human capital and shaping an innovative digital future. These milestones embody the UAE’s vision of combining future foresight with national talent development to strengthen its global competitiveness in technology and the digital economy."
H.E. Eng. Al Mesmar extended his gratitude to all partners in this achievement, including local digital governments, the Ministry of Interior, the Federal Authority for Identity, Citizenship, Customs & Ports Security, and the Dubai Cyber Security Center, emphasizing that this milestone is the result of comprehensive national collaboration.
